Recruitment for Spanish Dunia

Both the Ministry of Labour and the Foreign Office are anxious that permission to recruit Chinese labour in Hong Kong should not be granted in this instance unless it is quite clear that conditions will be satisfactory.

The F.0. say they have no recent information

but are clearly of opinion that on the information

at present before them, conditions would not be

satisfactory. They have asked for reports from H.M's. representatives in adjoining territories.

It will take some time to obtain these and the

question therefore arises whether we should make any interim reply to H.K. telling them the
